Process

In the early days of the COVID pandemic, the Directorate of Higher Education and the Goa Institute of Public Administration and Rural Development conducted a detailed study at the panchayat and municipality level to understand their strengths, weaknesses, opportunities and threats (SWOT). The reports of this study are available at www.dhe.goa.gov.in (opens in a new window). Based on these reports, a detailed plan was drawn out for the implementation of the Swayampurna Goa programme.

The programme was launched on 2nd October 2020. Government Officers have been appointed as Swayampurna Mitras and have been visiting village panchayats on Saturdays. With the help of Panchayat members, Secretaries and Link Officers of different Government departments, they identify needy people and conduct programmes, camps and drives to provide benefits of applicable schemes of the State and Central Government to them. To overcome the challenges of data collection, nearly 1700 Swayampurna Sahayaks have been appointed — one for each Panchayat and Municipality ward.

Senior Government Officers have been appointed as Taluka Nodal Officers and IAS Officers too were appointed as Swayampurna Paryavekshaks to monitor the entire programme and ensure its success. The Hon'ble Chief Minister, Dr. Pramod Sawant, is personally reviewing the implementation through the Chief Minister's Office and the nodal department — the Directorate of Planning, Statistics and Evaluation.

First-phase focus points

The first phase of the programme concluded in December 2021. The following ten focus points were identified for 100% delivery before 19 December 2021:
