AATMANIRBHAR BHARAT SWAYAMPURNA GOA

Aatmanirbhar Bharat – Swayampurna Goa, conceptualised by the Chief Minister of Goa, Dr. Pramod Sawant, is the flagship program of the Government of Goa. In a nutshell, it is a Government led community level action plan to make each and every Goan village and city self-reliant. The program was initiated as a response to the COVID-19 pandemic, during which it became apparent that Goa was largely dependent on the neighbouring states of Maharashtra and Karnataka even for basic food items like vegetables, fruits, eggs, chicken, meat, rice and also skilled manpower from all over India to run the services industries and manufacturing facilities.

Inspired by the clarion call of Aatmanirbhar Bharat given by the Hon’ble Prime Minister Shri Narendra Modi, the Hon’ble CM of Goa, Dr. Pramod Sawant, through the program of Swayampurna Goa resolved to change the dependence of Goa on neighbouring states and thus do import substitution through local production of food, other products and strengthen different stakeholders. The idea was to encourage people of Goa to become self-reliant by empowering them with maximum benefits of the State and Central Government Schemes.

On the occasion of Gandhi Jayanti i.e. 2nd October 2020, Hon’ble Chief Minister of Goa, Dr. Pramod Sawant, launched the Aatmanirbhar Bharat Swayampurna Goa program. Inspired by the Aatmanirbhar Bharat – Garib Kalyan Yojana, its primary goal was to ensure human development by delivering government beneficiary-oriented schemes directly to every eligible person, ultimately meeting the aspirations of citizens with minimal government intervention and maximizing the benefits of governance.

To achieve this vision, 237 Government Officers were appointed as Swayampurna Mitras across 191 Village Panchayats, 13 Municipalities, and 1 for the Corporation of City of Panaji. Their main role was to bridge the gap between the public and government institutions.

One of the early challenges was identifying potential beneficiaries within the Panchayats and Municipalities. This challenge was addressed through the appointment of Swayampurna Sahayaks at the grassroots level, who were tasked with gathering essential information.

A major step forward came on August 6, 2021, with the launch of the “Know Your Schemes” service under the Goa Online portal, which enabled citizens to access government benefits at their doorstep.

To further enhance the mission’s visibility, a dedicated website (https://swayampurnagoa.goa.gov.in) was developed by Infotech Corporation of Goa Ltd.

Another milestone was reached on October 23, 2021, when the Hon’ble Prime Minister virtually interacted with Swayampurna Mitras, Sarpanchas, Chairpersons, and program beneficiaries. This event was live-streamed on various platforms, including YouTube and local DD Channels.

Following this, the Government of Goa launched the “Sarkar Tumchya Daari” (Government at Your Doorstep) program, which brought government services closer to citizens by organizing camps where public services were made easily accessible. Additionally, the government introduced the “Swayampurna Yuva” initiative to create awareness among the youth about job opportunities. This initiative aimed to increase employment prospects for job seekers while providing a broader pool of candidates for recruiters. The program featured talks by eminent speakers on career and entrepreneurship opportunities, and various government and semi-government departments, as well as banks, participated in the event.

In its first phase, Aatmanirbhar Bharat Swayampurna Goa had a significant impact on citizens, addressing its 10 focal points and extending beyond them. On December 19, 2021, the efforts of various officers involved in the mission were recognized with the release of a Coffee Table Book by Hon’ble Prime Minister Shri Narendra Modi. The book highlighted key success stories and government initiatives undertaken under this program.

Hon’ble Chief Minister, Dr. Pramod Sawant on 9th April 2022, officially launched Aatmanirbhar Bharat Swayampurna Goa 2.0, with the endeavor to make Goa ‘swayampurna’ or self-sufficient in every possible sector which envisions the expansion of the scope of the mission for various wards, organizing field visits whilst taking the ‘Sarkaar Tumchya Daari’ initiative to the far-flung nooks and corners of the State.

 

Advancing the vision of a self-reliant Goa

Aatmanirbhar Bharat Swayampurna Goa initiative, spearheaded by the Hon’ble Chief Minister of Goa, Dr. Pramod Sawant, is rooted in the mission of transforming every village in Goa into a self-sustaining entity. This initiative marks a bold commitment toward realizing a fully self-reliant state by driving local economic growth and empowering communities at the grassroots level.

The core vision of Aatmanirbhar Bharat Swayampurna Goa is one of steadfast determination, aimed at reducing Goa’s dependence on external resources. By promoting local production—whether in agriculture, dairy, or handicrafts—the program fosters import substitution while empowering local stakeholders. The goal is not only to achieve economic independence but also to generate prosperity within the state by ensuring that the benefits are shared equitably across communities.

Born from the challenges posed by the unprecedented COVID-19 pandemic, the first phase of Swayampurna Goa saw remarkable success. The groundwork laid during this period has set the stage for Aatmanirbhar Bharat Swayampurna Goa 2.0. This next phase will build on the momentum, focusing on completing pending initiatives and expanding the program’s reach, thus amplifying the successes of the first phase.

ABSG 2.0 is poised to realize several ambitious goals, including increasing local production of key agricultural products such as rice, fruits, and dairy, and improving Goa’s standing in national Sustainable Development Goal (SDG) rankings. It also emphasizes youth and women’s empowerment, especially through career development, entrepreneurship, and skill -building initiatives at the Panchayat level. Through Self-Help Groups, micro-finance institutions, and market linkages, local communities are encouraged to be the drivers of their own development.

Central to ABSG 2.0 is the focus on Skilling, Reskilling, and Upskilling, particularly for the state’s youth and women. These efforts will span multiple sectors, ensuring that Goa’s future workforce is equipped with the tools and knowledge to succeed in an evolving economy.

In the face of the global pandemic, the unwavering leadership of the Hon’ble Chief Minister and the collaboration between government officers, local institutions, and citizens have helped Goa take decisive steps toward self-reliance. Today, Goa stands at the forefront of Aatmanirbhar Bharat, setting an example for other states with its continued success through the Swayampurna Goa Mission.
