Process:
In the early days of the COVID pandemic, Directorate of Higher Education and Goa Institute of Public Administration and Rural Development conducted a detailed study at the panchayat & municipality level to understand their strengths, weakness, opportunities & threats (SWOT). The reports of this study are available at www.dhe.goa.gov.in/index.html. Based on these reports, a detailed plan is drawn out for implementation of Swayampurna Goa program.
The program was launched on 2nd October 2020. Government Officers have been appointed as Swayampurna Mitras and have been visiting village panchayats on Saturdays. With the help of Panchayat members, Secretaries and Link Officers of different Government departments they identify needy people and conduct programs, camps, drives to provide benefits of applicable schemes of the state and central government to them. To overcome the challenges of data collection, nearly 1700 Swayampurna Sahayaks have been appointed, one for each Panchayat and Municipality ward.
Senior Government Officers have been appointed as Taluka Nodal Officers and IAS Officers too were appointed as Swayampurna Paryavekshaks to monitor the entire program and ensure its success. CM, Dr Pramod Sawant is personally reviewing the implementation through the CMO and the nodal department of Directorate of Planning, Statistics and Evaluation.
The first phase of the program will conclude in December 2021. Following ten focus points have been identified for 100% delivery before 19 December 2021.

- Electricity connection for all
- Shelter (house) for all
- Sanitation (Toilet) for all
- Krishi Card, PM Kisan, Kisan Credit Card & Soil Health Card for all eligible
- Aid for Divyangs (disabled)
- Health Secuirty – Deen Dayal Swasthya Seva Yojana for all eligible
- Social Security – Griha Adhar for Women & Dayanand Samajik Suraksha for all eligible
- Financial Security – Bank Account, PM Jeevan Jyoti Bima Yojana & PM Suraksha Bima Yojana for all eligible
- Aid to Senior Citizens through Senior Citizen Card.
