Swayampurna Goa: Achievements and Milestones

Aatmanirbhar Bharat Swayampurna Goa Programme has made significant strides in improving the lives of various communities, achieving numerous milestones:

Divyangs

3,739 individuals with disabilities were identified and provided with necessary aids, equipment and UDID cards.

Kisan Credit Cards

1,353 Kisan Credit Cards (KCC) were issued.

Krishi Cards

1,468 Krishi Cards were issued.

PM Kisan Samman Nidhi

791 beneficiaries received PM Kisan Samman Nidhi.

Deen Dayal Swasthya Seva Yojana (DDSSY)

2,212 families were brought under DDSSY.

DSSS

3,159 individuals were covered under DSSS.

Water tap Connections

653 families were provided with water tap connections.

Atal Pension Yojana

506 persons were covered under Atal Pension Yojana.

Senior Citizen Cards

1,603 Senior Citizens were provided with cards.

GGUY

493 BPL families were covered under GGUY.

Learner's Licenses

2,937 learner's licenses were issued.

Electricity Connections

2,670 families were provided with electricity connections.

Aadhaar Card Updates

8,698 Aadhaar cards were updated.

E-Shram Cards

11,047 workers from unorganized sectors were identified and issued E-Shram Cards.

Abha Card Registrations

2108 Abha Card registrations were completed.

Chief Minister Apprenticeship Scheme

2,664 youth were registered under the Chief Minister Apprenticeship Scheme.

Vision For All Programme

2.37 lakh students from I to X Standard in all Government and Government Aided schools were screened (preliminary eye checkup). Approximately 14,510 school students were rescreened by technical experts from M/s Prasad Netralaya Super Speciality Hospital, Udupi and 3,439 students were found with refractive defects and provided with spectacles or referred for further treatment free of cost.

Swayampurna Goa E-Bazaar

512 women were trained for onboarding on the Swayampurna Goa E-Bazaar portal.

Field Camps

1,164 field camps were organized by different departments. 29,219 people attended and 15,868 people benefited from these camps.

Health Check-ups camps

The "Bright Smiles, Bright Futures" Colgate Program set a standard in health education, reaching over 180,000 students in 907 schools, creating a generation that prioritizes oral hygiene.

During December 2021 ADIP camp was organized across the state wherein 2157 Divyangs benefited and equipment was provided.

During 20th May to 3rd June, 2025 ADIP camps were organized at 13 locations across the State, witnessing participation from over 1,600 individuals, with more than 1,454 Divyang benefiting with Aids and equipment.

On September 21. 2024. the Swayampurna Goa Programme was honored with the esteemed National SKOCH Award 2024. The award was presented during the National Skoch Summit held at the India Habitat Centre in New Delhi. Shri Vijay B Saxena, Director of the Directorate of Planning, Statistics & Evaluation, proudly accepted the award on behalf of the Goa Government.

The SKOCH Award, one of the highest civilian honors in the country, recognizes outstanding achievements in governance, socio­economic initiatives and people-centric reforms. This accolade not only celebrates the excellence of the Swayampurna Goa Programme but also positions it as one of the finest initiatives ever launched by a state Government in India.

Receiving the National SKOCH Award underscores the remarkable success of Swayampurna Goa and sets a new benchmark for governance and development efforts in the State. This national-level recognition serves as a testament to the Goa Government’s unwavering commitment to advancing progress, resilience and self-reliance through the Swayampurna Goa initiative.

► Major Achievements

  • Rotary Club of Mapusa under ‘women empowerment programme’ donated 21 sewing machines to 21 women.
  • A group of 40 women were given Agarbatti Manufacturing Machinery.
  • 146 free spectacles to needy senior citizens distributed.
  • 400+ benefited with medical checkup.
  • 69 detected with cataract to be facilitated for free cataract surgery.
  • 13 Self Help Groups given food grain grinding machinery.
  • 38 women trained as ‘Aapda Sakhi’ in disaster management like basic fire safety/kitchen safety, flash floods, heat wave, thunderstorm, lightning, hailstorm etc.
  • Social Welfare Department organised a camp for the divyangjan and 58 people were provided assistance and equipment.
  • Special treatment for Nikita, a teenage girl arranged at Tata Hospital Mumbai, through The Rotary Club of Mapusa.
  • A session organised to discuss the importance of vaccination and myth- busting on vaccines to encourage people to get vaccinated.
  • People of the village identified alternate land for farming and harvested tomatoes, chillies, cucumbers, brinjals etc as some fields were flooded due to the Tillari canal. The matter is taken up with WRD for solution.
  • 30 homeless people without identity cards were administered a vaccine in the Assnora shelter home as they were old and infirm and could not travel to the vaccination centre.
  • 70 coconut saplings in association with Agriculture Dept and 250 saplings of fruit bearing trees were distributed in association with Forest Dept.
  • 33 senior citizen cards distributed.
  • UDID 18 cards are in the process.
  • 85 benefited with medical equipment donation.
  • 38 Toilets.
  • 17 Water Connection.

  • 3 House construction licenses issued in Panchayat jurisdiction.

► Major Achievements

  • Community hall project under ‘Adivasi Vikas Yojana’ of Goa Tribal welfare Department. Project Architect of Tribal Department from Pune, Maharashtra visited the site and did the estimates.
  • Proposal moved to construct a bandhara in village Bandoli through WRD .
  • Solved canal water issue in Karmane: Called joint meeting of villagers and WRD officers to discuss and plan release of water on time sharing pattern. Proposal of installing a new pump is moved by the WRD.
  • Eco-Tourism Project: Four youth in Rumbrem and Bandoli have taken property on lease to start a concept of tribal village life. The self-help group in a village will prepare food for the tourists. Local ayurvedic medicines and treatment will be given to the tourist. Organic farming will be done at the site and organic products will be sold to the tourists. This project will make at least 15 families in the village swayampurna. The 1st batch of tourists visited the eco tourism site and youth and SHG earned RS. 9,000/- in the month of August 2021.
  • Proposed panchayat market in private property to provide fixed place for selling organic products of self-help group members at Savorgal Codli in a private plot of 10,000 sq mtrs. The proposal has been submitted to the panchayat for resolution and NOC.
  • Chaturthi Bazar cum department Camp organised in association with Tribal Welfare Department. In this camp 111 applications were processed for Udyog Aadhar Scheme and various competitions were also organised.
  • 6 applicants completed training in Bee-keeping and Bee Boxes will be hand it over shortly.
  • 29 Krishi Cards for Agriculture farmers.
  • 6 Krishi Cards and 3 Kisan Credit Cards for Dairy Farmers.
  • 5 Senior Citizen Cards.
  • 4 PwD (Divyang) benefited.
  • Proposed community hall in village Bandoli under Goa Gram Samrudhi Yojana ( GGSY ) of RDA Department. Engineer has inspected the site for an estimate.
  • Two sites are identified for fish farming at Moisal Dam and Timblo Mine Pit at Karmane Dabal. The Fisheries Department has inspected the site and a request will be made to WRD and mine owner for NOC shortly.

► Major Achievements

  • 72 students of tribal community have taken training in computer courses under the short term professional training scheme of Tribal Welfare Department, a six months Diploma Course in Computer Education. This training was done in association with GYAN Computers in Morpirla and fully financed by Goa State, ST and OBC Corporation, Panaji.
  • 20 families received gas stoves and gas cylinders under the Goa Gramin Urja Yojana.

► Major Achievements

  • Barren land of 50,000 sq mts which was not cultivated for 12 years was brought under cultivation. 40 farmers have taken initiative under community farming with the support of ATAL GRAM DEVELOPMENT AGENCY.
  • 255 toilets are sanctioned , 204 constructed and 55 are work is in progress.
  • 35 PwD (Divyang) benefited.
  • 50 people benefited through Dental camp organized by the Health Dept.

► Major Achievements

  • Through follow-ups with the concerned departments i.e. Block Development Office and Directorate of Panchayat Office and upon obtaining required approvals, the baling machine is purchased and installed at the Material Recovery Facility (MRF) at village panchayat Navelim, Salcete and is operational since June’ 2021.
  • 3 new self-help groups have been created under National Rural Livelihood Mission (NRLM) Scheme of RDA.
  • 2 families have been given benefits under NFBS scheme of Rural Development Agency.

► Major Achievements

  • 1 farmer availed the Kamdhenu Scheme – purchased 3 cows.
  • One shop opened by a self help group in Harvalem.
  • Poultry chicken centres opened by two and one person started gadda (cart shop)
  • 8 new Krishi cards issued.
  • 8 families issued poultry birds/ layers under the scheme.
  • 40 toilets installed in 1st Phase.
  • 11 divyangs given different aid and appliances.
  • 3 Senior citizen cards issued.
  • 110 persons enrolled under PMs life insurance scheme.
  • 5 new electricity connections.
  • 23 NOC issued for water connections.

► Major Achievements

  • Waste management material recovery facility (MRF) sanctioned organic waste composter 500kg for wet disposal and Nestle India Ltd sanctioned bailing machine for dry waste handling 27 PwD aid and appliances.
  • Proposal to install solar panels is in the process.
  • 217 senior citizen cards are ready.
  • 354 Individual Household Latrine (IHHL) constructed.
  • Under MGNAREGA 417 people have enrolled.
  • 13 Krishi cards, 5 soil health cards, 35 PM Kisan cards are provided .
  • 6 Kamdhenu scheme, 10 Kamdhenu animal purchase , 6 Piggery, 1 dairy Equipment, 2 Fodder and 51 applications of Pashupalan scheme for Calves and cows are approved for dairy farmers under ABSG.
  • The Work of digging trenches for water conservation in various places within the jurisdiction of V.P. Usgao under MGNERGA Scheme after a gap of 4 years is initiated through ABSG.
  • 143 people from Usgao jurisdiction are recruited under the ABSG Mission as per request of Swayampurna Mitra and Panchayat on Permanent/ temporary/ apprentice/ contract basis in major industries i.e. Nestle, MRF, P & G and Devayani foods.

► Major Achievements

  • PM Jeevan Jyoti Bima Yojana: 169 persons enrolled, PM Suraksha Bima Yojana: 62 persons enrolled.
  • 26 Krishi Cards.
  • 24 bio-toilets given and 10 more are sanctioned.
  • 48 Divyangs identified. 18 disabled persons were given different supportive aid & appliances and more 10 applications are sanctioned.
  • 41 senior citizen persons registered.
  • 256 persons benefited during Aadhar camp.
  • One orphan identified under the Bachpan scheme.
  • 13 people with disability benefitted: 5 wheel chair, 1 leg, 1 hearing aid, 2 walking sticks distributed.

  • 36 – Gram Shakti Yojana (Poultry) approved.
  • 8 Divyang benefited under the ADIP scheme.
  • 50 farmers were distributed certificates for cultivating crops by way of organic farming.
  • Organised Van Mahotsav in association with the Biodiversity Board and Forest Department and distributed various plants to locals.
  • Reconstruction of Panchayat Ghar taken up by GSIDC and tendering is done.
  • Under 14th Finance Commission Grant, distributed various office electronic equipment/furniture/water tanks to anganwadis /schools, health centres and religious institutes.
  • The problem of overflowing wells, seepage on walls of residential houses as well as excess water into the fields were resolved through the Water Resources Department.
  • 70 Senior Citizens benefited during the medical camp.
  • 5 Senior Citizen cards distributed.
  • 3 LPG connections given under Goa Grameen Urja Yojana.
  • 12 people enrolled during the employment camp.

  • Short term ITI courses such as Electrical, Mechanical and Beautician courses for ladies have been conducted.
  • Awareness programs of EDC schemes, Social Security Schemes, disability etc. have been conducted in the Panchayat.
